Job Purpose
The Assistant Supply Officer is responsible for supporting all facets of the supply chain, including planning, sourcing, procurement, transport, shipping, customs clearance, warehousing, asset, and fleet management. The role aims to ensure that the office can effectively meet the needs of forcibly displaced and stateless persons by facilitating the timely delivery of quality goods and services. This involves maintaining an adaptable supply chain infrastructure that can respond to emergencies and working with partners to support supply activities. The incumbent will foster impartial, ethical, and customer-oriented relationships with suppliers and partners, and engage in information exchange and potential joint procurement actions with other UN agencies and international organizations, adhering strictly to UNHCR's procurement rules and policies.
Responsibilities
The Assistant Supply Officer will support all supply chain activities, including planning, sourcing, transport, shipping, customs clearance, warehousing, and asset/fleet management. They will assist in the procurement process to ensure timely and cost-effective delivery of commodities and services, and identify suitable partners for supply chain projects based on UNHCR's criteria. Accurate record-keeping and timely reporting on supply activities are essential. The role involves managing tender processes, preparing contract award proposals, and developing plans for the delivery of relief items, updating UNHCR IT systems accordingly. Application of UNHCR's sourcing and procurement strategy is required, along with ensuring timely customs clearance and efficient warehousing according to best practices and regulations. The incumbent will manage the release and transportation of goods, analyze sourcing and procurement activities, and provide guidance on UNHCR procurement policies. Asset management reports will be generated, and the quality of delivered commodities and services will be analyzed against needs and standards, establishing local quality assurance processes. Monitoring and analyzing supply chain data in business systems to identify trends and inform decision-making is crucial. The role also includes promoting and monitoring compliance with UNHCR's global supply chain policies. In Regional Bureaux, support will be provided to country operations on supply implementation, tracking progress, coaching teams, tracking global and regional KPIs, monitoring periodic supply exercises, and assisting with Cloud ERP management and financial report analysis. In Country Operations, the focus is on optimizing local supply chain functions, coordinating partner activities, managing asset and fleet pools, ensuring proper disposal of assets, adapting local structures, managing risks, and seizing opportunities within the area of responsibility.
Work Experience
1 year of relevant experience with an undergraduate degree, or no experience with a graduate or doctorate degree.
