Associate Supply Officer
Organizational Context
The United Nations High Commissioner for Refugees (UNHCR) assists persons needing international protection, including asylum seekers, refugees, stateless persons, and internally displaced persons. The UNHCR operation in Mozambique, with its main office in Maputo, supports these populations across the country. The working language in UNHCR offices in Mozambique is English.
Job Purpose
The Associate Supply Officer supports all supply chain activities, including planning, sourcing, transport, shipping, customs clearance, and warehousing management within the Area of Responsibility (AoR). The role is crucial for ensuring timely and cost-effective delivery of essential goods and services to forcibly displaced and stateless persons. The incumbent will help maintain a robust and flexible supply chain infrastructure capable of accommodating operational needs and enabling rapid emergency responses. This involves fostering effective partnerships and ensuring impartial, ethical, and customer-oriented relations with suppliers and partners, while facilitating joint procurement actions and coordinating assistance delivery. The position aims to enhance the overall efficiency and effectiveness of UNHCR's supply operations in Mozambique and Angola, ensuring compliance with all relevant rules and regulations.
Responsibilities
The Associate Supply Officer is responsible for supporting all supply chain functions, including planning, sourcing, transport, shipping, customs clearance, warehousing, and asset/fleet management. This involves supporting the procurement process to ensure timely and cost-effective delivery of commodities and services, and identifying suitable partners for supply chain projects based on UNHCR's criteria. The role includes developing constructive relationships with UN agencies, partners, government authorities, and other stakeholders. Accurate record-keeping and timely reporting on supply activities are essential. The incumbent will manage vendor processes, oversee tender processes, and ensure quality standards for commodities and services. Preparing delivery plans for relief items, applying UNHCR's sourcing strategy, and ensuring timely customs clearance and proper warehousing are key duties. The position involves managing the release and transportation of goods, monitoring supply chain data, and resolving local supply chain challenges. In Regional Bureaux, support is provided to country operations, particularly in emergencies, ensuring compliance and facilitating training. In Country Operations, the role involves adapting supply chain structures, assisting with office space and leases, coordinating market assessments for cash-based interventions, supporting workforce development, and implementing effective asset and fleet management. Risk management and decision-making based on functional area risks are also part of the responsibilities.
Work Experience
Requires at least three years of relevant experience with an undergraduate degree, preferably within the UN system. Experience in handling contract issues, contract negotiations, and providing technical guidance to staff is essential. Proven ability to manage multiple tasks efficiently and courteously is also required.
