Job Purpose
The Associate Registration and Identity Management Officer (ARIMO) supports the direct supervision of Senior Registration or Protection staff in managing UNHCR's registration and identity management activities. The role assists in implementing digital identity strategies, including integrating refugees into host state systems and registering vital events. The ARIMO ensures identity management practices support various UNHCR functions like needs identification, assistance delivery, protection interventions, fraud mitigation, data protection, case management, and durable solutions. The position also contributes to digital identity initiatives to enhance trust in credentials, improve access to services, and ensure privacy. It supports reliable data collection and analysis for strategy development and monitoring, aligning field operations with global standards and applications.
Responsibilities
Assist in implementing registration, enrolment, and digital identity strategies for displaced populations, ensuring compliance with global and regional objectives and standards. Provide technical support to staff on registration and digital identity management activities. Contribute to developing and disseminating operational guidance and capacity-building initiatives. Design procedures and systems for data quality assurance, conduct regular data checks, and implement fraud prevention tools. Offer post-deployment support for UNHCR refugee system applications. Help country teams build internal and counterpart capacity for managing registration and population data. Liaise with the Global Data Service to facilitate registration and identity management activities. Advocate with and support government authorities in establishing fair and efficient registration and digital identification systems, ensuring recognition of identity documents. Establish linkages with partners for effective case and data management approaches for assistance targeting and protection needs. Support the operationalization and negotiation with partners regarding interoperability of external digital identification systems with UNHCR systems. Engage with government, humanitarian, development actors, and the private sector to promote the inclusion of refugees into host state systems and vital event registration. Support data collection and analysis on registration, identity management, and digital identification for strategy development and monitoring. Monitor, document, and report on registration and identity management activities and their impact. Support risk management and seize opportunities impacting the area of responsibility, ensuring risk-based decision-making.
Work Experience
Minimum of 3 years of relevant experience with an undergraduate degree, or 2 years with a graduate degree, or 1 year with a doctorate degree. Essential experience includes understanding of international protection principles, UNHCR registration, and identity management guidance. Desirable experience includes technical expertise in registration, digital identity, or biometric management systems, and familiarity with UNHCR's PRIMES applications.
