Legal Associate
Organizational Context
The Legal Associate is part of a protection team, reporting to a higher-grade Legal Officer. The role supports the preparation of legal analysis for effective protection responses to populations of concern. A key function is to facilitate the involvement of persons of concern in decision-making processes affecting their rights and problem-solving, fostering cooperation with communities and authorities.
Job Purpose
The Legal Associate supports the office in delivering timely and effective protection responses to the needs of populations of concern. This involves ensuring that persons of concern are actively involved in decisions that impact them, whether in accessing their rights or finding solutions to their problems. The role also encompasses managing the office's corporate legal work and providing advice on Labour Law matters affecting refugees. The incumbent will contribute to capacity-building initiatives for local and central state authorities concerning the protection of persons of concern, either directly or in collaboration with partners, ensuring adherence to international and national law, UNHCR policies, and standards.
Responsibilities
Monitor legal developments and doctrine, providing input for the analysis of emerging legislation aligned with protection principles, international law, and standards. Contribute to advocacy efforts and the preparation of legal advice, position papers, and guidelines on pertinent legal and operational issues. Consistently apply international and national law, along with UNHCR policies and standards. Liaise with state authorities, NGOs, and stakeholders, participating in internal and external meetings. Assist in drafting protection documents and policies, and provide guidance on protection strategies. Support the handling of individual cases involving complex legal interpretations of international, refugee, and human rights law. Participate in project proposal development and implementation. Contribute to advocacy for the proper interpretation of law and doctrine and the development of protection standards. Liaise and intervene with local authorities on legal matters concerning persons of concern. Provide legal advice on cases from RSD, RST, and Registration units. Identify and manage risks, seizing opportunities that impact objectives, and ensuring risk-based decision-making. Perform other related duties as required.
Work Experience
Requires previous relevant legal-related work experience. Experience in facilitating training and completion of UNHCR learning programs or equivalent external courses are desirable.
