Senior CBI Associate
Organizational Context
The Senior CBI Associate position is within UNHCR, reporting to the Cash-based Intervention Officer. The role involves coordinating monthly cash transfers, managing data for distribution modules, and liaising with humanitarian agencies, NGOs, and financial service providers. The incumbent may supervise support staff and works independently with minimal oversight.
Job Purpose
The Senior CBI Associate is responsible for ensuring the smooth financial processing of cash assistance programs by managing intervention databases and providing high-level data management skills. This includes developing statistical reports, maintaining monthly cash lists for timely beneficiary distribution, and fostering relationships with partners and financial service providers to facilitate data flow. The role also involves assisting in the development and administration of UNHCR's MPC-based Intervention database, ensuring adherence to data protection standards, and supporting the coordination of beneficiary lists for cash assistance. The incumbent will represent UNHCR in relevant meetings, liaise with internal stakeholders, and contribute to the improvement of database workflows and related processes, while also identifying and managing risks associated with the cash-based intervention programs.
Responsibilities
Provide inputs to the operation's Multifunctional Team (MFT) for smooth financial processing of cash assistance programs. Manage and maintain databases for cash-based interventions on behalf of the CBI Unit and MFT. Develop statistical and detailed reports using standard formats and ad-hoc requirements. Assist in developing and administering UNHCR MPC-based Intervention database. Ensure monthly maintenance of cash lists for timely cash delivery to beneficiaries. Maintain relationships with partners and financial service providers to facilitate information flow between databases. Assist with training internal staff and partners on cash procedures. Execute best practice in data protection standards and influence others positively. Support coordination with different IPs, Ops, and focal points on beneficiary lists for cash assistance. Undertake missions and field visits to financial service providers to monitor cash projects. Represent UNHCR at cash-based intervention related meetings within UNHCR. Liaise with internal stakeholders and partners. Develop improvements to the database and related workflows. Direct incidents and problems to the supervisor when unresolved. Support the identification and management of risks and seize opportunities impacting the area of responsibility. Ensure risk-based decision-making in the functional area. Raise risks, issues, and concerns to a supervisor or relevant colleagues. Perform other related duties as required.
Work Experience
4 years of relevant experience with a High School Diploma, or 2 years of relevant work experience with a Bachelor's degree or higher. Essential experience includes data management, preferably in a CBI context, excellent knowledge of computer software and database applications, and experience in Microsoft SQL Server.
