Field Security Associate
Organizational Context
UNHCR has been in Ukraine since 1994, expanding its presence significantly after the 2022 invasion. The country office in Kyiv, with sub- and field offices, operates amidst a severe humanitarian crisis. The ongoing war has caused widespread destruction, displacement, and critical infrastructure damage, impacting millions. UNHCR supports government response and inter-agency efforts, focusing on protection, shelter, and assistance.
Job Purpose
The Field Security Associate supports all security aspects for UNHCR operations, including staff, premises, and assets. Reporting to a Senior Officer, the incumbent monitors and supports the management of security issues, liaising with UN agencies, NGOs, partners, and Host Government Security authorities. This role is crucial for assessing risks, implementing security measures, and ensuring compliance with UNSMS and UNHCR policies. The associate will conduct field missions, monitor premises security, supervise guard forces, and assist in security-related projects and reporting. They will also provide security briefings and training to staff and partners, respond to security queries, and maintain relationships with security counterparts. The position requires proactive risk management and support for an effective security response in a challenging environment with high security risk levels.
Responsibilities
Provide assistance in evaluating risks and assessing security measures for UNHCR staff, operations, premises, partners, and persons of concern. Conduct regular security assessment missions to the field, gathering and analyzing security situation information. Ensure awareness of and compliance with security protocols and procedures according to UNSMS policies and the Security Risk Management process. Monitor the physical security of UNHCR premises and report deficiencies. Monitor and supervise the guard force in accordance with UNSMS policies. Assist Protection colleagues in ensuring the physical protection and security of refugees and persons of concern. Support the implementation of security-related projects and assist in monitoring, updating, and reporting security events. Process administrative security issues and maintain cooperation with UN security management system actors, local law enforcement, and civil authorities. Provide security briefings and training to UNHCR and partner staff on risk management processes, including situation updates, warden systems, communication procedures, and travel safety. Respond to staff queries on security issues and provide immediate assistance. Offer security-related advice to management and staff. Maintain liaison and build relationships with Host Government Security Forces and security counterparts. Support the identification and management of risks, seeking opportunities impacting objectives, and ensuring risk-based decision-making. Raise risks, issues, and concerns to supervisors or colleagues. Perform other related duties as required.
Work Experience
3 years of relevant experience with a High School Diploma, or 2 years of relevant work experience with a Bachelor's degree or higher. High level of knowledge in the security field is essential.
