Job Purpose
The purpose of this consultancy is to conduct an external evaluation of a specific project or program within UNHCR. The evaluator will assess the project's relevance, effectiveness, efficiency, impact, and sustainability. This will involve reviewing project documents, conducting interviews with stakeholders, and analyzing data to provide an objective assessment of the project's performance. The findings and recommendations from the evaluation will be crucial for informing future programming, improving project design, and ensuring accountability to donors and beneficiaries. The consultant will be responsible for developing an evaluation methodology, executing the evaluation plan, and producing a comprehensive report detailing the findings, conclusions, and actionable recommendations for UNHCR's consideration.
Responsibilities
The External Evaluator will be responsible for designing and implementing a robust evaluation methodology, including defining the scope, objectives, and key evaluation questions. This involves conducting a thorough desk review of all relevant project documentation, such as project proposals, progress reports, financial statements, and monitoring data. The evaluator will develop and administer data collection tools, such as surveys, questionnaires, and interview guides, to gather qualitative and quantitative data from a range of stakeholders, including UNHCR staff, implementing partners, beneficiaries, and government officials. The consultant will analyze the collected data to assess the project's achievements against its objectives, identify lessons learned, and determine the extent to which the project has been effective, efficient, relevant, and sustainable. Furthermore, the evaluator will identify any unintended impacts, both positive and negative. The final output will be a comprehensive evaluation report that includes a clear executive summary, detailed findings, well-supported conclusions, and practical, actionable recommendations for improving future interventions and strategic decision-making. The evaluator will also be expected to present the findings to key stakeholders.
Work Experience
A minimum of 5 years of professional experience in conducting evaluations, particularly in the humanitarian or development sector. Proven experience in designing and implementing evaluation methodologies, data collection, and analysis is essential. Experience working with UNHCR or similar international organizations is desirable.
