Organizational Context
The Associate Monitoring & Evaluation (M&E) Officer supports UNHCR's generation and use of evidence on results and the situation of people of concern for planning, reporting, and advocacy. This role assists in coordinating evaluations and utilizing assessment and monitoring data for decision-making, working closely with planning, results management, and information management colleagues.
Job Purpose
The Associate Monitoring & Evaluation (M&E) Officer plays a crucial role in supporting UNHCR's evidence-based approach to operations. This position is responsible for assisting in the development and implementation of robust monitoring and evaluation plans, ensuring the collection of high-quality quantitative and qualitative data. The officer guides Results Managers in defining indicators, setting baselines, and reporting progress, ensuring coherent results chains and accurate data utilization for decision-making. They also contribute to harmonizing data collection methodologies across the operation, fostering participatory approaches, and ensuring M&E frameworks align with various initiatives like UNSDCF, HRP, and RRP. The role involves advising management on evaluation needs, facilitating the development of Management Responses, and acting as a focal point for communication with evaluation colleagues at HQ and regional bureaus.
Responsibilities
The Associate Monitoring & Evaluation (M&E) Officer supports the Planning Coordinator in developing, budgeting, implementing, reviewing, and refining multi-year M&E plans aligned with the multi-year strategy, utilizing integrated M&E tools. They guide Results Managers in selecting and developing relevant indicators, defining means of verification, setting baselines and targets, and reporting progress, ensuring accurate use of data and systematic documentation of methodologies. The officer provides technical advice for harmonized data collection, including disaggregated and high-quality quantitative and qualitative data, ensuring consistent practices across the operation. They support the coordination of primary data collection exercises like assessments and monitoring surveys, fostering participatory approaches and promoting engagement with communities and partners. The role involves advising management on evaluation needs, contributing to technical quality assurance, and facilitating Management Responses. They act as a focal point for HQ and bureau evaluation colleagues, ensuring communication and coordination on global/regional evaluations. The officer maintains a robust evidence base for M&E purposes and supports joint review and analysis to translate data into actionable insights for senior management and the multi-functional team. They also support the design and delivery of M&E training and learning initiatives for staff and partners, promoting continuous improvement and integrating M&E into operational plans. Ensuring compliance with UNHCR policies, procedures, and ethical considerations is also a key responsibility, alongside supervising and mentoring M&E staff and staying informed about global, regional, and country-specific developments.
Work Experience
Three years of relevant experience with an undergraduate degree, or two years with a graduate degree, or one year with a doctorate degree. Essential experience includes planning and implementing monitoring systems, managing/conducting independent evaluations in international development/humanitarian contexts, setting up M&E frameworks aligned with corporate results-based management, and coordinating diverse internal and external stakeholders in cross-cultural environments.
