Job Purpose
The Human Resources Associate supports the UNHCR's People Strategy and contributes to the implementation of HR strategic priorities by acting as a strategic business partner to field operations and senior management. The role is central to ensuring UNHCR has the right people in the right place at the right time to effectively protect and respond to persons of concern. By attracting, retaining, and developing a talented, diverse, and agile workforce, while nurturing a culture of excellence, respect, and wellbeing, the HR Associate enables a people-centric culture within the organization. This position provides essential support in operational areas, workforce planning, talent acquisition, organizational change, HR policy implementation, and duty of care within their area of responsibility, maintaining confidentiality of HR information.
Responsibilities
The Human Resources Associate is responsible for implementing HR operational activities to ensure timely provision of HR solutions, prioritizing according to needs and risks. This includes administering recruitment, assignments, and separations of local staff in accordance with UN/UNHCR rules and procedures, and updating personnel records, including Workday entries. The role assists with affiliate workforce procedures and Cloud ERP entries, and contributes to workforce planning activities. A key responsibility is fostering a HR customer service-oriented culture that values proactivity, continuous improvement, innovation, and high performance, while enforcing compliance with UNHCR's Human Resources policies and procedures and UN staff rules. The Associate participates in local staff recruitment, including issuing vacancy notices, arranging tests and interviews, and preparing submissions for the Assignments Committee. They also assist in organizing outreach campaigns to attract diverse applicants and track/report on recruitment activities. Furthermore, the role involves building dialogue with the workforce, answering questions, and advising staff and affiliates on their rights, obligations, benefits, and entitlements. Proactive identification of issues affecting workforce health and welfare, assisting with onboarding/offboarding, and supporting HR initiatives for organizational culture change are also crucial. In terms of Duty of Care, the Associate assists with security and medical evacuations, maintains daily tracking records of staff and families, and administers the UNHCR medical insurance plan for locally recruited staff. They also support risk management and reporting of issues to supervisors.
Work Experience
Essential: Experience working in Human Resources, with knowledge of general HR policies, processes, and systems. Desirable: Experience in HR information technology systems and tools, experience working with the United Nations, and experience in a multi-cultural setting.
