The Senior Project Control Associate will support programme management by ensuring effective oversight of projects, including monitoring, quality assurance, and verification, contributing to accountability and effective partnerships.
Job Purpose
The Senior Project Control Associate's primary role is to support programme management by providing oversight for projects, which includes developing monitoring plans, ensuring quality, and conducting verification. This involves reviewing project agreements, conducting audits, and ensuring alignment between financial and operational performance. The associate will participate in multi-functional reviews, track project risks, and assist in project closure. Maintaining a clear separation of duties between project control and programme functions is crucial for accountability. In the absence of a Project Control Officer, the Associate, reporting to the Head of Office, will independently manage regular assignments, often supervising other General Service staff, and will interact with implementing partners, upholding UNHCR's principles of partnership and conduct.
Responsibilities
The Senior Project Control Associate will contribute to reviewing the internal control systems of implementing partners and ensure their agreements align with Country Operation Plans and UNHCR's policies. They will maintain comprehensive project records and meticulously review, analyze, and verify financial and performance reports from implementing partners, checking for accuracy and consistency. The Associate will confirm that obligated funds are sufficient for upcoming installments and support timely project closure in coordination with the programme unit. They will collaborate with the programme unit to track project risks, reporting significant issues to senior management. Additionally, the Associate will monitor and verify that expenditures for direct implementation by UNHCR are within budget, highlighting any significant variances in budget execution, project progress, timelines, or quality to supervisors. Maintaining professional relationships with implementing partners, staying updated on UNHCR regulations, and recommending acceptance of reports and payments are key duties. Advising on improvements to project management and internal controls, and contacting partners for project-related matters are also expected. The role involves identifying and managing risks, seizing opportunities, and ensuring risk-based decision-making, escalating concerns as needed. Performing other related duties is also part of the responsibilities.
Work Experience
4 years of relevant experience with a High School Diploma, or 2 years of relevant experience with a Bachelor's degree or higher. Essential experience includes excellent computer skills (MS Office), and excellent communication skills.
