Organizational Context
The Project Control Associate supports programme management and provides oversight for projects, focusing on monitoring plans, quality assurance, and verification. This role is crucial for ensuring synchrony between financial and operational performance, tracking project risks, and supporting project closure, while maintaining segregation of duties for accountability.
Job Purpose
The Project Control Associate's primary function is to complement programme management by providing essential support for project oversight. This involves formulating monitoring plans, ensuring quality assurance, and conducting verification activities. Key responsibilities include reviewing project agreements, participating in project audits, and closely monitoring the alignment of financial and operational performance. The associate will engage in multi-functional monitoring and review activities, diligently track project risk management processes, and actively support the timely closure of projects. Maintaining segregation of duties between project control and programme functions is paramount for effective accountability and oversight. In the absence of a Project Control Officer, General Service staff performing these functions report directly to the Head of Office, ensuring clear lines of command and control for project-related activities.
Responsibilities
The Project Control Associate will contribute to reviewing the internal control systems of implementing partners and ensure that IP agreements align with Country Operation Plans and UNHCR's rules, policies, and procedures. A complete record for all projects must be maintained. The associate will review, analyze, and verify Financial and Performance Implementing Partner Reports (IPFR and IPR), checking for accuracy and consistency between them, in accordance with project agreements. They will ensure that obligated funds permit the payment of installments and confirm the status of payments made. Support for timely project closure in coordination with the programme unit is required. Significant variances in budget execution, project execution percentage, timelines, and project quality against specifications must be brought to the attention of supervisors and programme officers. Maintaining professional relationships with implementing partners and staying updated on UNHCR rules, regulations, and procedures are essential. The associate will escalate IP issues to supervisors and recommend the acceptance or non-acceptance of IPRs and installment payments. Contacting implementing partners for project-related matters and having unlimited access to project financial and operational records are also key duties. Support in identifying and managing risks, seizing opportunities impacting objectives, and raising risks, issues, and concerns to supervisors or colleagues are expected. Other related duties as required.
Work Experience
3 years of relevant experience with a High School Diploma, or 2 years of relevant work experience with a Bachelor's degree or higher.
