Organizational Context
The Associate Inter-Agency Coordination Officer supports UNHCR's partnership and inter-agency coordination efforts, primarily within Country Operations or Headquarters. The role assists senior management and partner agencies in ensuring coherent refugee responses, aligning with UNHCR's mandate, the Global Compact for Refugees, and inter-agency commitments, particularly in IDP situations.
Job Purpose
The Associate Inter-Agency Coordination Officer plays a vital support role in ensuring UNHCR's approach to partnership and inter-agency processes is coherent. The main aim is to assist senior management and partner agencies in ensuring UNHCR can effectively support governments in leading refugee responses, coordinating various actors including development partners from the early stages, and upholding UNHCR's inter-agency commitments in Internally Displaced Persons (IDP) situations. This is to be done in line with UNHCR's Mandate, the Global Compact for Refugees, the 2019 IDP policy, and agreed inter-agency commitments. The incumbent ensures support for strategic planning, assessment, monitoring, and analysis of joint assessments or inter-agency plans at the field level, fostering collaboration with UN agencies, international and non-governmental organizations, and government bodies.
Responsibilities
Provide support for inter-agency processes, including coordination in refugee settings and cluster coordination in IDP settings, ensuring partners are included in UNHCR-led responses while respecting their mandates. Offer support for operational planning and forward-looking coordination of humanitarian and development responses, and assist in planning adequate contingency and preparedness for new emergencies. Closely follow up on strategic, operational, and day-to-day basic assistance sector/cluster issues, including chairing working group meetings, liaising with donors and governmental institutions, and providing guidance to field-level working groups. Conduct analysis on key humanitarian/development issues and trends in collaboration with the information management team, and perform programmatic and funding gaps analysis. Support the development of harmonized assessment, monitoring, and evaluation activities, and draft correspondence, documents, reports, and guidance notes. Conduct field visits to support and build the capacity of field working groups, ensuring field perspectives inform sector strategies, and develop a harmonized referral system. Liaise with external partners and local organizations, lead and facilitate Sector Working Group meetings and technical task forces, and prioritize tasks independently. Engage with all sectors to identify Inter-Agency Coordination activities, make recommendations on related issues, and work closely with government counterparts on basic assistance matters. Support risk management and opportunity identification within the area of responsibility, ensuring risk-based decision-making and reporting of risks and concerns.
Work Experience
Minimum of 3 years of relevant experience in humanitarian or development program implementation, including experience in facilitating inter-agency coordination at sector or macro-level. Familiarity with the UN system, NGOs, and planning/coordination practices is essential. Knowledge of MS Office applications and refugee protection principles is required.
