Organizational Context

The Senior Monitoring and Evaluation (M&E) Assistant supports the generation of evidence on UNHCR's results and the situation of people served, aiding in planning, reporting, and advocacy. They work within the operation's multi-functional team, collaborating with various UNHCR units and external counterparts to ensure effective M&E practices.

Job Purpose

The Senior Monitoring and Evaluation (M&E) Assistant's primary role is to support the generation and utilization of rigorous evidence concerning UNHCR's achievements and the circumstances of the populations it serves. This evidence is crucial for effective planning, accurate results reporting, and impactful advocacy efforts. The incumbent assists in maintaining consistent monitoring methodologies, supports the coordination of evaluations, and facilitates the use of assessment and monitoring data to inform decision-making processes. By working closely with Planning Coordinators, Results Managers, Information Management colleagues, and evaluation teams at regional and headquarters levels, the Senior M&E Assistant ensures that M&E activities are integrated into UNHCR's results-based management cycle and multi-year strategies, promoting evidence-based programming and operational effectiveness.

Responsibilities

The Senior Monitoring and Evaluation (M&E) Assistant is responsible for assisting in the development of multi-year M&E plans aligned with the multi-year strategy, utilizing integrated M&E tools and approaches. They support Results Managers in selecting and developing relevant indicators, monitoring activities, and documenting methodologies to enhance data-driven decision-making. The role involves coordinating key primary data collection exercises, such as assessments and monitoring surveys, and promoting participatory approaches with communities and partners. The incumbent assists in developing coherent M&E frameworks and tools, coordinating with stakeholders on various initiatives. They also support the preparation of advice on evaluation needs, contribute to the quality assurance of country-level evaluations, and facilitate communication between country operations and regional/HQ evaluation teams. Additionally, the Senior M&E Assistant compiles and maintains an evidence base of data, assists in translating data into actionable insights for senior management, and supports the design and delivery of M&E training. Ensuring compliance with UNHCR policies, ethical considerations, and data protection standards is also a key responsibility, alongside managing risks and identifying opportunities impacting M&E objectives.

Work Experience

Experience in planning and implementing monitoring systems, managing or conducting evaluations in UN system, international development, or humanitarian contexts. Experience in setting up monitoring systems and rolling out M&E frameworks aligned with corporate results-based management. Experience coordinating diverse internal and external stakeholders in a cross-cultural professional environment.
