Organizational Context
The Livelihood and Economic Inclusion Assistant will support UNHCR's operationalization of the Global Compact on Refugees, aligning livelihoods and economic inclusion efforts to strengthen refugee self-reliance and ease pressure on host countries. Working within the livelihoods team, the incumbent will collaborate with partners, government agencies, the private sector, and financial service providers to enhance economic inclusion for both persons of concern and host communities.
Job Purpose
The Livelihood and Economic Inclusion Assistant's primary purpose is to support the operationalization of UNHCR's strategic vision for livelihoods and economic inclusion, in alignment with the Global Compact on Refugees. This involves strengthening the self-reliance of persons of concern and host communities by fostering economic inclusion. The role contributes to the unit's objectives under the supervision of the (Senior) Livelihood and Economic Inclusion Officer. Key functions include collaborating with a diverse range of stakeholders such as UNHCR livelihoods partners, government agencies, private sector entities, and financial service providers to improve economic opportunities. The assistant will also work closely with other UNHCR units like protection, education, and cash assistance, and contribute to documenting best practices, results, and knowledge generation. A crucial aspect is mobilizing refugees and ensuring stakeholders understand the potential of economic inclusion, communicating opportunities effectively to persons of concern.
Responsibilities
The Livelihood and Economic Inclusion Assistant will support partnerships with relevant stakeholders to enhance the economic inclusion of UNHCR's persons of concern. They will collaborate with the multi-functional team, particularly the Protection Unit, to gather information on the legal framework governing the right to work and rights at work. The assistant will contribute to implementing socioeconomic surveys to inform targeting, monitoring, and the facilitation of development program engagement. They will work closely with relevant teams to provide assistance on livelihoods interventions and contribute to preparing field and other relevant reports related to livelihoods, making recommendations for interventions that enhance refugee economic inclusion to the designated officer. Additionally, the role involves assisting in the organization of meetings, workshops, and working sessions. The incumbent will support the identification and management of risks, seeking opportunities that impact their area of responsibility, ensuring risk-based decision-making, and escalating risks, issues, and concerns to supervisors or colleagues. Other related duties as required will also be performed.
Work Experience
Essential experience includes working with vulnerable and marginalized groups in collaboration with internal and external stakeholders, preferably in varied field contexts. Experience partnering with the private sector, NGOs, UN organizations, development actors, or government authorities is also essential. Desirable experience includes knowledge of refugee protection principles and framework, and completion of UNHCR learning programs or relevant specific training.
