Organizational Context
UNHCR has been in the Czech Republic since 1991, supporting national authorities on refugee issues. The office contributes to legislative and policy development, strengthening the legal protection framework, promoting fair procedures, and facilitating socio-economic inclusion. With a significant influx of Ukrainian refugees, UNHCR supports the government-led response, ensuring complementarity and sustainability.
Job Purpose
The Protection Associate, reporting to the Protection Officer or Senior Protection Officer, monitors protection standards and operational procedures in line with international standards. The role involves coordinating effective protection responses for populations of concern (PoC), identifying opportunities to mainstream protection methodologies across all sectors, and contributing to a comprehensive protection strategy. The incumbent liaises with authorities and partners on protection doctrine and policy, ensuring PoC participation in decisions affecting them. This requires building and maintaining effective interfaces with communities, local authorities, and partners to ensure PoC rights are upheld and appropriate solutions are identified, while also managing individual protection cases and contributing to durable solutions.
Responsibilities
The Protection Associate will monitor and share legal and policy developments impacting refugees from Ukraine, particularly concerning temporary protection and its transition to other legal regimes. The role involves supervising UNVs supporting the Ukrainian Consultation and Community Centre (UCCC), coordinating UNHCR's engagement and support to this facility, and preparing work plans with UNVs. The incumbent will design and implement a Communication with Communities (CwC) strategy for Ukrainian refugees, utilizing digital and innovative approaches, and developing/updating information materials for UNHCR's website and contact centre. External liaison with government bodies, NGOs, and Refugee-Led Organizations (RLOs) is crucial, including participation in relevant forums. The role requires preparing weekly reports on UCCC support, contributing to monthly situation reports, and compiling participatory assessment reports. The Associate will also contribute to other protection activities, provide input on protection reports, and assist in identifying and managing risks impacting objectives. This includes enforcing compliance with global protection policies and standards among implementing partners and ensuring integrity of protection standard operating procedures.
Work Experience
3 years of relevant experience with a High School Diploma, or 2 years of relevant experience with a Bachelor's degree or equivalent or higher.
