Assistant Education Officer

Organizational Context

UNHCR is implementing the Refugee Education 2030 strategy in Chad, aligning with the Global Compact on Refugees and Sustainable Development Goal 4. The country hosts over 1.4 million refugees, with only one-third of refugee children and youth having access to education. The new crisis in Sudan exacerbates existing challenges, particularly for vulnerable groups.

Job Purpose

The Assistant Education Officer will support the implementation of UNHCR's Refugee Education 2030 strategy in Chad, aiming to ensure inclusive and equitable quality education for refugees and host communities. This involves advocating for and facilitating access to primary, secondary, and tertiary education, fostering safe learning environments, and preparing learners for sustainable futures. The role requires translating global education objectives into country-specific guidance, providing technical support to UNHCR Country Offices and partners, and ensuring alignment with SDGs. The incumbent will work closely with various stakeholders, including government ministries, UN agencies, NGOs, and development actors, to promote refugee inclusion in national education systems and contribute to the achievement of pledges made under the Global Refugee Forum.

Responsibilities

The Assistant Education Officer will translate global education objectives into regional or national guidance and strategies, ensuring coherence with UNHCR's policy. They will foster partnerships with national education stakeholders and provide technical advice on UNHCR education programs. The role involves supporting senior management in advocacy with states and international organizations, including national planning processes and SDG4 integration for displaced populations. The incumbent will participate in humanitarian and development sector working groups, assist in elaborating strategies for education access, quality, and data, and engage in dialogue with Ministries of Education and coordination networks. Inter-sectoral linkages with child protection, livelihoods, and health will be fostered, with specialist advice provided to other sectors. The officer will monitor program implementation, support Global Refugee Forum pledge tracking, and represent UNHCR in national consultations and with other bodies. Training of UNHCR staff, UN agencies, NGOs, and government officials on refugee education priorities is a key duty. The role also includes developing and disseminating tools, identifying and sharing best practices, participating in joint assessment missions, and drafting education input for reports. Risk management and other related duties are also expected.

Work Experience

One year of relevant experience with an undergraduate degree, or no experience with a graduate or doctorate degree. Experience in educational research, teaching, or administration is essential. Field experience in humanitarian/development education programs, working with governments, and refugee education programs is desirable.
