Job Purpose
This consultancy aims to conduct an endline evaluation of the 'Youth Health Enhancement to Harness the Demographic Dividend' project across Guinea, Guinea-Bissau, and The Gambia. The purpose is to assess the project's effectiveness, efficiency, relevance, impact, and sustainability. The evaluation will provide evidence-based recommendations to inform future programming, enhance accountability, and ensure that UNFPA's efforts in youth empowerment and sexual and reproductive health contribute effectively to achieving the demographic dividend in the region. The findings will guide strategic improvements and decision-making for similar initiatives.
Responsibilities
The consultant will lead and conduct a comprehensive endline evaluation of the Youth Health Enhancement to Harness the Demographic Dividend project. This involves designing the evaluation methodology using mixed methods (qualitative and quantitative), adhering to OECD/DAC criteria. Responsibilities include developing an inception report, conducting data collection across the three countries, analyzing findings, and producing a draft and final evaluation report. The consultant will collaborate closely with the UNFPA WCA Regional PME Adviser, manage project timelines, engage with stakeholders including government partners, UN agencies, CSOs, and youth networks, and ensure the evaluation is conducted with methodological rigor and institutional relevance.
Work Experience
Minimum of 8-10 years of experience in conducting evaluations, with specific experience in multi-country projects related to adolescent/youth health, SRHR, youth empowerment, or demographic dividend. Proven experience in mixed-method evaluation design and implementation is required. Familiarity with UNFPA's mandate and experience with government partners, UN agencies, and CSOs is desirable.
Skills
Strong analytical, writing, and communication skills. Proficiency in mixed-method evaluation design and implementation. Knowledge of OECD/DAC evaluation criteria and results-based management. Ability to work independently, manage complex timelines across multiple countries, and deliver high-quality outputs. Fluency in English and a working level of French are essential.
