Organizational Context
The role is within UNFPA Chad, supporting the Logone River Bridge project. The project aims to mitigate socio-economic impacts and is funded by the African Development Bank (AfDB), with UNFPA Chad as the executing agency and FAO as a sub-partner. The Civil Engineer will report to the Procurement and Logistics Analyst and work under the general supervision of the Resident Representative.
Job Purpose
The Civil Engineer is responsible for the daily technical supervision of rehabilitation and construction works at the Bongor Technical and Vocational Training Center (CFTP/B) and ten water points. This role ensures the technical quality of the structures, compliance with specifications and designs, adherence to the execution schedule, and implementation of environmental and social safeguards. The engineer acts as a technical interface between UNFPA Chad, contractors, and the Ministry of Infrastructure's engineers, ensuring the project's successful and compliant execution.
Responsibilities
The Civil Engineer will provide daily technical supervision for the CFTP/B construction site, including rehabilitation of existing workshops, new construction of a masonry workshop, sanitary block, boundary wall, ten equipped boreholes, water points, and solar streetlights. They will also supervise the ten potable water boreholes across four target localities. Regular site visits, progress verification, quality control, and ensuring compliance with plans and specifications are key duties. The engineer must identify technical deviations, request immediate correction from contractors, and examine/validate execution plans, method statements, and payment requests. They will also conduct technical inspections for provisional acceptance of works and prepare the technical file for final acceptance.
Work Experience
Proven experience in supervising civil engineering construction sites in sub-Saharan Africa, with at least three years on public building sites. Demonstrated experience in rehabilitating and constructing educational or public buildings. Experience with water borehole supervision is a significant asset. Experience in Sahelian construction, particularly in flood-prone areas, and prior work with international organizations or UN agencies is desirable.
Skills
Proficiency in rehabilitation and new construction techniques for existing buildings and reinforced concrete. Expertise in civil engineering tools: plan reading, quantity surveying, cost estimation. Knowledge of technical standards in Chad and the region. Familiarity with AfDB's Integrated Safeguards System or equivalent. Proficiency in standard office software and AutoCAD. Excellent French (written and spoken) and good working English are required. Strong technical rigor, attention to detail, integrity, and the ability to interact effectively with contractors and stakeholders are essential.
