International Consultant for TOT and Rights-Based Family Planning (RBFP)
Organizational Context
UNFPA Timor-Leste Country Office is seeking an International Consultant to support the Ministry of Health and the National Institute of Public Health. This role is crucial for advancing national reproductive health goals, aligning with the Timor-Leste National Strategic Development Plan and the National Family Planning Policy. The consultant will report to the Supply Chain Management Analyst and Sexual and Reproductive Health Analyst, with strategic oversight from the Country Representative.
Job Purpose
The purpose of this consultancy is to deliver a comprehensive Training of Trainers (TOT) program on Rights-Based Family Planning (RBFP) and provide direct technical oversight for initial cascade training. This initiative aims to build a qualified national pool of master trainers within key government institutions. By equipping healthcare professionals with updated clinical competencies and rights-based counseling skills, the consultancy directly contributes to improving health outcomes, enhancing quality of life, and accelerating socio-economic development. It is a key step in operationalizing strategic goals to end preventable maternal deaths, gender-based violence, and unmet needs for family planning in Timor-Leste.
Responsibilities
The consultant will manage all phases of the TOT workshop and initial cascade training, including preparation, delivery, and reporting. Key responsibilities involve conducting preparatory meetings, finalizing participant lists, and coordinating logistics. The consultant will lead and facilitate an intensive 10-day TOT program, ensuring comprehensive coverage of 12 modules, managing participant evaluations, and providing constructive feedback to enhance facilitation skills. Additionally, the consultant will provide direct technical coaching and quality assurance for the initial cascade training conducted by newly trained facilitators, monitoring adherence to facilitation methods and quality standards. This includes identifying implementation challenges and recommending solutions. The consultant will also analyze pre- and post-test data to evaluate training efficacy and compile a detailed final report outlining successes, gaps, lessons learned, and recommendations for both the TOT and cascade training.
Work Experience
Minimum of 5 years of progressive experience in managing public health programs, specifically in sexual and reproductive health (SRH) and family planning. Proven track record of designing and delivering Training of Trainers (TOT) workshops for clinical staff. Familiarity with UN/UNFPA frameworks, national health strategies, and rights-based clinical guidelines is highly preferred.
Skills
