Individual Consultant: Technology, Data & Policy Analyst
Organizational Context
This role is for an Individual Consultant (Local) based in Bhubaneswar, Odisha, India, supporting UNFPA's operations. The consultant will work within the UNFPA Odisha state office, contributing to technology, data, and policy analysis initiatives. The position is non-staff and operates on a consultancy contract.
Job Purpose
The purpose of this role is to provide expert analysis and technical support in technology, data, and policy for UNFPA's programs in Odisha. The consultant will leverage advanced data science and machine learning techniques to analyze program data, identify trends, and inform policy development. This includes developing and deploying data models, visualizing complex data for easy understanding, and contributing to the design and development of open data platforms. The role aims to enhance evidence-based decision-making and improve the effectiveness of UNFPA's interventions in the region.
Responsibilities
The consultant will be responsible for applying data science, machine learning, and geospatial analysis techniques to program data. This includes utilizing programming languages like Python and open-source software such as QGIS and ARGIS for Earth Observation analytics. The role involves proficiency in deep learning tools like TensorFlow, Keras, and PyTorch, and the ability to use and deploy data models, including RNN and CNN. A key responsibility is to analyze and visualize data effectively, making complex information easily understandable. The consultant will also contribute to research coordination, the design and development of open data platforms, and the publication of knowledge products and blogs on data science findings.
Work Experience
Requires a minimum of three years of experience in programs or projects of a similar nature. Experience working with government and/or UN agencies is desirable. Previous exposure to open innovation systems, research coordination, and the design/development of open data platforms is a critical asset. Proficiency in programming languages (Python) and geospatial software (QGIS, ARGIS) is necessary.
