International Senior Census Planning Advisor for the 2029 Cambodia Population Census

UNFPA Cambodia seeks an international expert to support the National Institute of Statistics (NIS) in planning the 2029 Population Census. This role ensures alignment with international standards and provides technical guidance for modernizing data collection methods. Job Purpose
The International Senior Census Planning Advisor will provide high-level technical support to UNFPA Cambodia and the National Institute of Statistics (NIS) for the 2029 Population Census. The role involves assessing the feasibility of a modern census, identifying capacity and investment needs, and reviewing data sources to optimize the census's role in the national data ecosystem. The advisor will develop and present options for the government, and upon approval, create a comprehensive, costed implementation roadmap. This initiative is crucial for Cambodia's development planning, aligning with national strategies and the Sustainable Development Goals by providing updated demographic data.
Responsibilities
The consultant will review the legal and governance frameworks for the census, assess the NIS staff capacity and ICT infrastructure for modern census implementation, and examine existing administrative data systems like CRVS and CDB for potential synergies. A key task is evaluating modern technologies such as AI and digital data collection for efficiency gains. The consultant will develop an options paper and presentation for the government, followed by a detailed implementation roadmap and budget plan once an option is selected. This includes designing a risk analysis and mitigation plan, and creating a brief investment case for government and partners, outlining budget needs and the value proposition of digital equipment.
Work Experience
Minimum of 10 years of experience in designing, managing, and advising on population censuses, with specific experience in developing countries and the Asia-Pacific region. Experience with modern census technologies and approaches is essential. Proven ability to work independently in cross-cultural environments and build relationships with counterparts and donors is also required.
