Programme Specialist, Humanitarian Coordination and Gender-Based Violence
Organizational Context
The Programme Specialist, Humanitarian Coordination and Gender-Based Violence is based in Yangon, Myanmar, reporting to the UNFPA Deputy Representative. UNFPA is the UN agency dedicated to sexual and reproductive health, aiming to fulfill every pregnancy, childbirth, and young person's potential. The role supports UNFPA's humanitarian response and GBViE programming, aligning with the organization's strategic plan to accelerate ICPD implementation and achieve SDGs.
Job Purpose
This role is crucial for advancing gender equality and empowering women within UNFPA's Myanmar Country Programme, which focuses on sexual and reproductive health and rights, gender equality, and population dynamics. Since 2021, there has been a specific emphasis on responding to and preventing Gender-Based Violence (GBV) amidst the humanitarian crisis. The Programme Specialist will lead UNFPA's humanitarian programming, ensuring effective coordination, programmatic leadership, and operational support. This includes managing a team to deliver quality GBV services and prevention, promoting access to SRH services during emergencies, and representing UNFPA in key meetings, all while prioritizing the health and protection of women and girls.
Responsibilities
The Programme Specialist will coordinate the planning, implementation, and monitoring of UNFPA’s humanitarian response, adapting to evolving contexts in Myanmar. This involves identifying intervention areas, collaborating with partners to address the needs of women and girls, and preparing UNFPA inputs for coordination meetings. Field visits will be conducted to assess needs and recommend strategies for SRH and GBV services. The role ensures timely procurement and distribution of essential commodities, participates in needs assessments, and supports the coherent implementation of SRH and GBV components within humanitarian, peacebuilding, and development activities. Programmatic coordination will strengthen the integration of GBV prevention and response into humanitarian frameworks. Technical support will be provided to the country office and partners for capacity building, and guidelines and strategies for GBV and SRHR integration will be developed. The incumbent will also lead proposal development, resource mobilization, and manage implementing partners across various sectors.
Work Experience
Requires seven years of progressive professional experience in GBV coordination and programme management, including designing proposals and liaising with partners. Demonstrated experience in gender issues, humanitarian coordination, GBV, and implementing UNSC resolutions on Women, Peace, and Security is essential. Knowledge of sexual reproductive health and rights, protection issues across the development-humanitarian-peacebuilding nexus, and prior training in gender and GBV are required. Experience with international GBV tools and advocating for gender/GBV policies is necessary. Field experience in complex emergencies is an asset.
