This role sits within the Finance Branch, Division for Management Services, reporting to the head of the Statutory Reporting Unit.
Job Purpose
The Accounts Specialist plays a crucial role in strengthening UNFPA's compliance with International Public Sector Accounting Standards (IPSAS) at both operational and policy levels. This position is key to the monthly, quarterly, and annual closure of accounts, and involves coordinating the preparation of UNFPA's financial statements and other statutory and management reports. The specialist also supports the implementation of new systems and tools, including automation for financial reporting and mapping solutions, while contributing to enhancing the financial management capacity of UNFPA business units.
Responsibilities
The Accounts Specialist is responsible for developing and updating accounting policies and procedures to ensure IPSAS compliance, including research and analysis for financial disclosures. They support the implementation of new accounting standards and maintain compliance through validation and quality assurance exercises. The role involves leading specialized accounting areas, performing account reconciliations, and developing second-line-of-defense controls. Key duties include coordinating accounts closure activities, preparing UNFPA's financial statements, liaising with auditors, and implementing quality assurance over financial information. The specialist also prepares statutory reports, develops financial performance monitoring reports, and serves as a business process expert for ERP system enhancements, including testing and user training.
Work Experience
A minimum of 5 years of experience in accounting and financial reporting is required. Demonstrated experience in preparing financial statements, analyzing financial data, and performing account reconciliations is essential. Proficiency with financial modules of ERP systems, preferably Oracle-based, and experience in ERP system improvement are necessary. Strong analytical, problem-solving, engagement, presentation, and writing skills are also required. Experience in drafting accounting policies or technical analyses is a significant advantage.
