This role is for a National Individual Consultant within UNFPA Mozambique. The consultant will work independently to conduct an end-term evaluation of a project funded by FCDO, focusing on strengthening data systems for the demographic dividend in Mozambique. The position is based in Maputo.
Job Purpose
The primary purpose of this consultancy is to conduct a comprehensive end-term evaluation of the "Strengthening Data Systems for the Demographic Dividend in Mozambique - Mozambique Demographic Transition Program." This evaluation will assess the project's achievements, challenges, and impact in strengthening data systems related to the demographic dividend. The findings will inform future programming, policy recommendations, and accountability to donors and stakeholders. The consultant will provide an objective assessment of the project's relevance, effectiveness, efficiency, impact, and sustainability, contributing to UNFPA's mandate in Mozambique.
Responsibilities
The consultant will be responsible for planning and executing the end-term evaluation of the FCDO-funded project. This includes developing a detailed evaluation methodology, designing data collection tools, and conducting primary data collection through qualitative surveys and household assessments. The consultant will analyze collected data, identify key findings, and draw conclusions regarding the project's performance and outcomes. A critical responsibility is the preparation of a comprehensive evaluation report, including recommendations for future interventions and policy implications. The consultant must ensure all activities adhere to UNFPA's ethical standards, including confidentiality and conflict-of-interest rules, and will utilize their own equipment for data management and transcription.
Work Experience
Required: 5 years of experience in evaluations, reviews, assessments, research studies, and/or M&E work in international development/humanitarian assistance. Experience with primary data collection, household assessments, qualitative surveys, and baseline/midline/endline evaluations. Desirable: Experience with census, demographic, and health-related research projects; familiarity with the Mozambican system; previous experience with UNFPA.
Skills
Strong research skills including data collection, data analysis, and report writing. Excellent planning, analytical, organizational, and managerial skills. Attention to detail and strong analytical capabilities. Full computer literacy, including proficiency in statistical packages. Fluency in English and Portuguese is an advantage. Core competencies include accountability, integrity, commitment, cultural sensitivity, and personal leadership. Functional competencies include client orientation, organizational awareness, and job knowledge/technical expertise.
