National Individual Consultant: Technical Oversight and Quality Assurance of TVET Care Center Renovations (ENGINEER).

Organizational Context

UNFPA is the lead UN agency focused on delivering a world where every pregnancy is intended, childbirth is safe, and young people's potential is fulfilled. This consultancy supports UNFPA Rwanda's KURA NAWE Program by providing technical oversight and quality assurance for the renovation of TVET Care Centers. The role ensures that renovation works align with approved designs, specifications, and contractual obligations, contributing to the organization's mandate of achieving Sustainable Development Goals by 2030.

Job Purpose

This consultancy aims to provide independent technical oversight and quality assurance for the renovation of TVET Care Centers under the KURA NAWE Program, in line with UNFPA's construction management policies. The role involves objective assessment of completed and ongoing renovation works to ensure compliance with designs, specifications, and contractual requirements. The consultant will identify and resolve technical issues, quality concerns, and implementation risks, thereby strengthening accountability and value for money. This support complements existing monitoring efforts and ensures renovated facilities effectively serve their intended purpose, contributing to UNFPA's broader mission.

Responsibilities

The consultant will review technical documentation including designs, Bills of Quantities (BoQs), specifications, and contracts. Responsibilities include conducting technical assessments and site visits to TVET Care Centers, evaluating the suitability of renovation approaches, and providing technical advice for planning, implementation, and quality assurance. The role involves conducting technical reviews and site inspections to ensure compliance with designs, specifications, and contractual requirements. Quality assurance inspections will assess workmanship, functionality, safety, and accessibility. The consultant will identify and document defects, non-compliance, and risks, recommending corrective actions. Reviewing site records and participating in technical meetings with stakeholders are also key duties, culminating in the preparation of detailed technical monitoring and assessment reports.
