Organizational Context

UNFPA is the lead United Nations agency dedicated to fulfilling every woman's and girl's potential. The organization's Strategic Plan for 2026-2029 aims to accelerate the ICPD Programme of Action and achieve the Sustainable Development Goals. The Supply Chain Management Unit (SCMU) ensures effective delivery of life-saving reproductive health products and programme supplies, strengthening partner capacity for coordination, visibility, and accountability.

Job Purpose

This consultancy aims to conduct a comprehensive review of the SCM Service Desk pilot in Dakar. The consultant will evaluate its operational performance, impact, structure, and reporting lines to inform decisions on expansion, modification, or discontinuation. The role involves identifying best practices and bottlenecks, assessing the feasibility of scaling the model to other regions, and developing a strategic roadmap for expansion if warranted. The findings will guide future supply chain management strategies within UNFPA, ensuring efficient and effective delivery of essential supplies.

Responsibilities

The consultant will analyze the pilot's efficiency in handling procurement, supply planning, last-mile assurance, and logistics, assessing its impact on resource mobilization and partner engagement. Evaluation will extend to the Desk's integration with the Regional Office, collaboration mechanisms, and its use of digital transformation tools like the UNFPA Control Tower. Client engagement strategies and staff morale will also be reviewed. A governance and structural analysis will examine reporting arrangements, comparing different regional models and the effectiveness of dotted-line reporting. Stakeholder interviews will inform a "Lessons Learnt" report, potentially leading to a "Global SCM Service Desk Blueprint" with recommended structures and procedures for expansion.

Work Experience

A minimum of 7 years of experience in international supply chain management is required. Proven experience in evaluating decentralized operational models and organizational design is essential. Deep understanding of procurement, logistics, and last-mile assurance in fragile and humanitarian contexts is necessary. Experience within the UN system or international NGOs, along with field experience, is a strong asset.
