National Consultancy -Reproductive Health Consultant - UNFPA Libya Country Office

Organizational Context

The United Nations Population Fund (UNFPA) is the UN's sexual and reproductive health agency. This consultancy role is within the UNFPA Libya Country Office, based in Tripoli. UNFPA's mission is to deliver a world where every pregnancy is wanted, every childbirth is safe, and every young person's potential is fulfilled, promoting gender equality and empowering women, girls, and young people.

Job Purpose

This consultancy aims to provide expert support to UNFPA's reproductive health initiatives within Libya. The consultant will contribute to strengthening public health policies, planning, and management, with a specific focus on Reproductive Health and Maternal and Child Health. The role involves offering high-level policy advice and technical assistance to key stakeholders, including the Ministry of Health, to improve maternal mortality reduction, reproductive health services, and family planning. The consultant will leverage their in-depth understanding of Libya's health sector and culturally sensitive programming to address the needs of vulnerable populations and integrate reproductive health and rights into humanitarian and development efforts.

Responsibilities

The consultant will provide high-level policy advice and technical assistance to government ministries, particularly the Ministry of Health, and other relevant stakeholders. This includes substantive expertise and proven experience in key areas such as maternal mortality reduction, reproductive health, and family planning. The role requires an in-depth understanding of Libya's health sector, including its political, social, and institutional landscape, to inform culturally sensitive programming and address the needs of vulnerable populations. The consultant will also be responsible for integrating reproductive health and reproductive rights issues into humanitarian and development programs, potentially utilizing knowledge of the Minimum Initial Service Package (MISP) for Reproductive Health in crises. Proficiency in Microsoft Office Suite, including Excel for data analysis, is also expected.

Work Experience

A minimum of 2 years of professional experience in public health policy, planning, and management, with a focus on Reproductive Health or Maternal and Child Health. Demonstrated experience in providing policy advice and technical assistance to government ministries and stakeholders. Expertise in maternal mortality reduction, reproductive health, and family planning is required. Familiarity with the Libyan health sector, humanitarian/development programs, MISP, and human rights-based approaches to health is desirable.
