Organizational Context
The United Nations Population Fund (UNFPA) is the UN's sexual and reproductive health agency, working to ensure every pregnancy is wanted, every childbirth is safe, and every young person's potential is fulfilled. This role is within the UNFPA country office in El Salvador, reporting to the Finance and Administrative Associate. The position supports the office's mandate by ensuring efficient financial and administrative operations.
Job Purpose
The Administrative and Finance Assistant plays a crucial role in strengthening the country office's capacity by ensuring the effective and efficient utilization of all resources. This involves accurate and timely recording of financial data and information, adhering strictly to UNFPA's guidelines and procedures. The role also contributes to the streamlined management of office operations, including facilities, supplies, assets, and records. By maintaining high standards of financial accuracy and administrative efficiency, the assistant directly supports the achievement of UNFPA's strategic objectives in El Salvador and contributes to the overall mission of delivering essential sexual and reproductive health services.
Responsibilities
The role involves managing office operational costs, including contributing to budget preparation and allocating operational costs across various office projects. Processing payments efficiently for vendors, reimbursements, cost recovery, and partner disbursements is a key duty, ensuring all documentation is archived correctly. The assistant will review payment reports, reconcile invoices with vendors, and process travel requests and reimbursements. Support for creating vendor profiles in the ERP system is also required. Financial performance monitoring includes preparing financial tracking lists, certifications, and year-end reports, verifying petty cash, and generating financial execution reports. Analysis of financial implementation with implementing partners and ensuring compliance with policies and procedures are essential. This includes contributing to partner capacity building, supporting audit recommendations, and enhancing accountability and regulatory compliance, including fraud prevention. Administrative tasks include managing documents, reporting on vehicle usage, environmental sustainability measures, and handling correspondence.
Work Experience
A minimum of five years of relevant experience in finance or accounting is required. Proven experience in financial management and policy/process implementation is essential. Experience with UN organizations and financial performance monitoring of implementing partners is desirable.
Skills
Proficiency in Microsoft Office Suite (Excel, Word), experience with ERP systems (e.g., PeopleSoft, Oracle, SAP), ability to conduct analysis and prepare clear reports, and strong communication skills. Knowledge of International Public Sector Accounting Standards (IPSAS) or international accounting standards is beneficial.
