UNFPA Iraq, in partnership with the Ministry of Planning, seeks a national consultant to develop a comprehensive National Policy for Adolescent Development. This policy aims to strengthen adolescents' capacities, protect their rights, and empower their participation in social, economic, and cultural life. The role contributes to developing human capital for sustainable development, aligning with UNFPA's mandate to fulfill every young person's potential.
Job Purpose
The purpose of this consultancy is to develop an integrated national framework for adolescent development in Iraq. This framework will guide investments, policies, and programmes for adolescents aged 10-18, aligning with national priorities, the SDGs, and international commitments. The policy aims to promote adolescents' physical, mental, and social well-being, improve access to quality education and health services, foster economic and social empowerment, and protect them from violence and risks. It will also strengthen coordination among government institutions and development partners for effective implementation, ultimately supporting policy formulation, sectoral planning, and coordinated action.
Responsibilities
The consultant will lead the development of the National Policy for Adolescent Development by reviewing existing legislation, strategies, and policies, and conducting policy gap and social determinant analyses. Key tasks include drafting the policy, developing implementation and governance mechanisms, and preparing a monitoring and evaluation framework and roadmap. The consultant will facilitate consultations with ministries and partners, lead validation workshops, and develop an inception report with a detailed methodology and workplan. This involves conducting desk reviews, holding consultations with various stakeholders, organizing technical workshops, preparing presentations, and revising drafts based on feedback to produce final versions of the policy and related documents.
Work Experience
Minimum of 5 years of experience in policy development, including experience in preparing national strategies and working with adolescent development issues. Strong knowledge of rights-based programming and experience facilitating multi-sector consultations are essential.
