UNFPA Iraq, in partnership with the Ministry of Planning, seeks a national consultant to support the creation of a strategic national document. This role will strengthen evidence-based planning and population governance in Iraq by analyzing the 2024 Population and Housing Census and assessing the National Population Policy's implementation. UNFPA's mandate focuses on reproductive health, gender equality, and adapting to demographic change.
Job Purpose
The consultant will lead the demographic and population-related components for the 'State of Iraq's Population Report'. This involves analyzing the 2024 Census data, assessing demographic trends (fertility, mortality, migration, urbanization, age structure), and evaluating the progress of the National Population Policy. The role includes analyzing the demographic dividend, preparing projections, and developing evidence-based policy recommendations. The consultant will be responsible for preparing the demographic chapters of the report and supporting adolescent policy with demographic evidence, contributing to integrated and sustainable development planning and efficient resource allocation.
Responsibilities
The consultant will develop an inception report and methodology, conduct desk reviews, and hold consultations with government entities, UN agencies, academia, and civil society. They will organize technical workshops, prepare presentations, and revise drafts based on feedback to produce final documents. Key deliverables include a comprehensive report based on the 2024 Census, an assessment of the National Population Policy implementation, identification of population needs across sectors, analysis of demographic and socio-economic transformations, and a monitoring tool for SDG progress. The consultant will also present findings to the Ministry of Planning and UNFPA.
Work Experience
Minimum of 5 years of experience in demographic analysis, with demonstrated experience in analyzing census data, preparing national reports, and conducting demographic projections. Experience working with Iraqi government institutions is also required, alongside excellent analytical and report-writing skills.
