Job Purpose
The Deputy Representative plays a crucial role in strengthening national capacity to implement the ICPD Programme of Action and achieve the SDGs. In collaboration with the UNFPA Representative, this role is accountable for the development and management of an innovative Country Programme focused on population and development, and universal access to sexual and reproductive health and rights. This includes maternal health, family planning, gender, and adolescent and youth empowerment. The position promotes UNFPA's mandate at the national level, ensuring the integration of sexual and reproductive health and rights into the national development agenda. Through advocacy and effective program delivery, including in emergency settings, the Deputy Representative validates the organization's mandate and its ability to deliver high-quality results.
Responsibilities
The Deputy Representative leads the development, management, and monitoring of the Country Programme, ensuring alignment with the strategic plan and national policies. This includes expanding and diversifying the programme portfolio, establishing quality standards, and overseeing monitoring and evaluation. The role is responsible for developing and implementing strategies to enhance national capacity in delivering ICPD commitments, promoting health system strengthening, and fostering the development of rights-based policies and laws. Building and maintaining partnerships with government, UN agencies, donors, and civil society is key, as is advocating for the ICPD agenda within national policies and UN frameworks. Resource mobilization and effective communication of UNFPA's mandate are also critical functions. Additionally, the Deputy Representative supports the Country Representative in managing the Country Office, including staff supervision, financial oversight, and ensuring compliance with security standards.
Work Experience
Requires 7 years of progressive professional experience in public administration and international development, including programme design, appraisal, and management. At least 5 years must be in population and development, sexual and reproductive health, or humanitarian affairs at the international level. Experience in advocacy, policy dialogue, leading teams, and field experience in developing or humanitarian contexts is essential.
