Job Purpose
The Deputy Representative collaborates with the UNFPA Representative to enhance the country's capacity in implementing the ICPD Programme of Action and achieving the SDGs. This role is accountable for developing and managing an innovative Country Programme focused on population and development, and universal access to sexual and reproductive health and rights. The position involves promoting the program's goals nationally, integrating sexual and reproductive health and rights into the national development agenda, and advocating for these issues through engagement with national counterparts and effective program delivery, including in emergency settings, thereby validating UNFPA's mandate.
Responsibilities
The Deputy Representative leads in developing, managing, and monitoring the Country Programme, aligning it with the strategic plan and national policies, while assessing and addressing national trends. Responsibilities include expanding UNFPA's portfolio, establishing quality standards for project delivery, and overseeing monitoring and evaluation. The role involves developing strategies for national capacity building in ICPD commitments, promoting the use of demographic data for policy-making, and strengthening health systems for universal access to healthcare. Partnership and advocacy are key, requiring the building of relationships with government partners, advocating for the ICPD agenda within national policies, and representing UNFPA within the UN system. Resource mobilization and effective management of the Country Office, including staff supervision and fostering a culture of performance, are also critical aspects of this role.
Work Experience
Requires seven years of progressively responsible professional experience in public administration and international development, including programme design, appraisal, and management. At least five years must be in population and development, sexual and reproductive health, or humanitarian work at the international level. Experience in advocacy, policy dialogue, media/communication, leading teams, and field experience in a developing or humanitarian context is essential.
