Organizational Context
The International Operations Manager (IOM) is based in a Regional Office, reporting to the Regional Director and serving as a member of the Regional Management Team. This role provides strategic leadership and advice on all operational aspects, including financial management, procurement, risk management, and administration, ensuring alignment with UNFPA's mandate to deliver a world where every pregnancy is intended, every childbirth is safe, and every young person's potential is fulfilled.
Job Purpose
The International Operations Manager (IOM) is responsible for ensuring the efficient and results-oriented functioning of the Regional Office, facilitating program implementation by meeting operational needs. This strategic role within the Senior Management Team focuses on optimizing UNFPA assets and adhering to sound management practices to achieve strategic objectives. The IOM also provides crucial operational support and oversight to Country Offices within the region, developing and implementing administrative management policies, regulations, and procedures that align with both corporate standards and regional requirements.
Responsibilities
The International Operations Manager provides strategic direction for UNFPA operations within the region, ensuring effectiveness, efficiency, and transparency. This includes meeting annual and long-term management targets, monitoring internal controls to prevent fraud, and supporting audit functions. The role involves identifying process improvements, building the capacity of operations staff through coaching, and fostering a learning environment. The IOM oversees operations in Country Offices, offering advisory services and representing the region in various working groups. Key duties include managing financial resources, overseeing procurement and supply chain, facilities management, IT, and security, while ensuring compliance with corporate policies and fostering inter-agency collaboration.
Work Experience
A minimum of seven years of experience in development within a governmental, multilateral, or civil society organization in a multicultural setting, with at least three years of team management experience in a complex organizational environment. Experience in international development, procurement, financial management, HR, contract management, asset management, and ICT is required. Field experience is essential, and experience in a humanitarian context is an asset.
