Organizational Context

UNFPA is the lead United Nations agency dedicated to sexual and reproductive health and rights, aiming to fulfill every pregnancy, safe childbirth, and young person's potential. The International Operations Manager (IOM) supports the UNFPA country programme, reporting to the Representative. This role leads strategic planning for operations, including financial, procurement, IT, logistics, and common services, while advising on compliance and cost-effectiveness.

Job Purpose

The International Operations Manager (IOM) plays a pivotal role in ensuring the efficient and effective functioning of UNFPA country office operations. This position impacts the overall economy and effectiveness of operations by managing key areas such as financial services, procurement, logistics, ICT, and personnel safety and security. The IOM is accountable for supporting the development and delivery of an innovative country programme focused on population and development, and universal access to sexual and reproductive health and rights. By delivering effective programmes, including in emergency settings, the IOM serves on the frontline, contributing to UNFPA's ability to achieve high-quality results for the most vulnerable populations.

Responsibilities

The International Operations Manager (IOM) is responsible for providing strategic direction for UNFPA operations, ensuring effective, transparent, and compliant execution of the country programme and meeting management targets. This includes fostering innovation and operational excellence, driving knowledge management, and building staff capacity in operations and project management. The role involves day-to-day management of financial integrity, procurement, logistics, and general administration, including overseeing travel, premises, and service provider quality. The IOM also facilitates HR administration as the Human Resources Focal Point, provides advice on HR processes, and ensures accurate transaction processing in ERP systems. Additionally, the IOM supports and coordinates common services with other UN organizations, ensures staff safety and security by driving compliance with MOSS/MORSS, and represents UNFPA in inter-agency meetings to build partnerships and enhance delivery capacities.

Work Experience

Seven years of experience in development within a governmental, multilateral, or civil society organization in a multicultural setting, with at least three years managing teams in a complex environment. Experience in procurement, financial, and human resources management, contract, asset, and ICT management is required. Field experience, ideally in a humanitarian context, is essential.
