National Advocacy Analyst-TA-NOB (for Ethiopian Nationals only)

Organizational Context

The National Advocacy Analyst is part of UNFPA Ethiopia, reporting to the SRH Commodity Specialist and under the Deputy Representative. UNFPA is the UN agency dedicated to sexual and reproductive health and rights, aiming to fulfill every pregnancy, safe childbirth, and empowered youth potential. This role supports the "Start with Her" Global Advocacy Strategy, aligning national initiatives with the ICPD Programme of Action and SDGs.

Job Purpose

The role's primary objective is to enhance political and financial commitment for midwifery-led services and essential maternal and newborn health (MNH) commodities by influencing policy, regulatory, and budgetary decisions. Utilizing data-driven advocacy approaches, the incumbent fosters strategic partnerships and high-level dialogue. The purpose is to drive systemic change, increase UNFPA's impact through technical policy analysis and stakeholder engagement, and ensure MNH interventions are evidence-based and integrated into national development frameworks for improved maternal health outcomes in Ethiopia.

Responsibilities

The National Advocacy Analyst is responsible for formulating and implementing integrated country advocacy plans for midwifery and MNH commodities, targeting specific financial and policy goals. This involves engaging key national stakeholders, strengthening advocacy coalitions, and shaping advocacy messages based on cost-effectiveness and political economy analysis. The role supports the development and funding of national midwifery strategies, drives evidence-based policy change, and advocates for increased domestic investment in midwifery. Additionally, it focuses on improving access to quality MNH commodities by supporting governments in updating policies and advocating for their inclusion in national procurement cycles and sustainable financing mechanisms within universal health coverage. All activities must adhere to compliance rules, focusing on influencing spending decisions and aligning with budget cycles.

Work Experience

Requires at least two years of relevant experience in advocacy, including policy research, analysis, strategy formulation, and high-level representation. Experience in coordinating evidence-based advocacy campaigns, particularly using structured approaches like SMART Advocacy, is essential. Experience with UN agencies, government, or NGOs in building advocacy coalitions is advantageous. Proficiency in Microsoft Office and digital collaboration tools is mandatory.
