Job Purpose
The purpose of this consultancy is to establish non-binding Framework Agreements with pre-vetted freelance graphic designers to provide high-quality graphic design, visual layout, and Desktop Publishing (DTP) services on an on-demand, as-needed basis. This retainer framework allows the UNFPA Arab States Regional Office (ASRO) to quickly access expert design support for its digital and print publications. By having pre-approved designers, the office can efficiently execute work orders via standardized design briefs, ensuring brand compliance and timely delivery of visually compelling materials that support UNFPA's mandate across the Arab region.
Responsibilities
The retainer holder will provide high-quality graphic design and layout services, ensuring all creative assets strictly adhere to the UNFPA branding toolkit guidelines. This includes developing initial cover and layout concepts, executing iterative proof corrections, and structuring layouts for multilingual requirements, including correct right-to-left (RTL) and left-to-right (LTR) formatting. The consultant must design digital products to meet international accessibility standards (WCAG 2.1), embedding proper alternative text and ensuring logical reading order for screen readers. Sustainable design practices, prioritizing digital-first products and optimizing files for recycled-paper printing when necessary, are also required. Raw AI asset generation and automated layouts are strictly prohibited, with a focus on human analytical judgment and creative design polish.
Work Experience
A minimum of two years of progressively responsible professional experience in graphic design, publication layout, Desktop Publishing (DTP), and corporate brand management is required. Demonstrated experience producing high-level publications such as annual reports, complex policy briefs, data-dense infographics, and social media asset packs is also necessary.
Skills
Expert mastery of Adobe Creative Cloud (InDesign, Illustrator, Photoshop, Acrobat Pro) is essential. Proficiency in native InDesign file packaging, master page configuration, layer management, and layout grid setup is required. Strong technical skills in formatting right-to-left (RTL) Arabic and left-to-right (LTR) English/French typography, along with familiarity with WCAG 2.1 digital accessibility tagging, are crucial. Fluency in English and Arabic is required; working knowledge of French is an asset.
