Individual Software Developer Consultant to Develop an Integrated TFGBV Prevention Digital Safety/Literacy Prototype

Organizational Context

UNFPA is the UN agency dedicated to sexual and reproductive health and rights. The Kenya Country Office (KCO) is implementing the Making All Spaces Safe (MASS) global programme, funded by Global Affairs Canada, to combat technology-facilitated gender-based violence (TFGBV). This consultancy supports the MASS Programme's prevention pillar, aiming to enhance digital safety and literacy among youth aged 18-29 in three focus counties.

Job Purpose

This consultancy aims to design, develop, validate, and support the integration of an innovative digital prototype focused on preventing technology-facilitated gender-based violence (TFGBV) among youth aged 18-29. The prototype will combine gender-transformative and gamified digital safety and literacy learning with streamlined access to GBV referral services. It will be integrated into two existing youth-focused SRHR/GBV prevention programmes in Kisumu, Mombasa, and Nairobi, contributing to the Making All Spaces Safe (MASS) Programme's objective of increasing technology benefits free from gender-based violence and discrimination.

Responsibilities

The Software Developer Consultant will design, prototype, and validate a functional, gender-transformative TFGBV prevention digital prototype for youth. This includes developing four interactive, gamified digital safety and literacy modules and a one-tap referral layer for GBV services. Development must adhere to UNFPA guidance, international standards for safe and ethical GBV data, and privacy-by-design principles, considering accessibility and low-bandwidth users. The consultant will review existing TFGBV resources, consult with UNFPA teams and stakeholders, and coordinate user-centred design and validation workshops. Finally, the consultant will develop an integration plan, provide technical support for mainstreaming the prototype into two existing programmes, and submit all source files and documentation.

Work Experience

Required experience includes proven expertise in digital safety, GBV prevention, or TFGBV and technology in the Kenyan context, designing youth-centred digital products, and knowledge of ethical technology principles and safety-by-design. Desirable experience includes working with government institutions, civil society, development partners, and conducting similar consultancy assignments.

Skills

Key skills include project management, coordination, translating complex concepts into digital tools, stakeholder engagement, facilitation, understanding of gender equality and human rights, and delivering under tight deadlines. Proficiency in digital product design, safety-by-design, human-centred design, and software development is essential.
