National Consultant: Reproductive, Maternal, Newborn, Child and Adolescent Health Coordinator - Vanuatu

Organizational Context

UNFPA is the UN agency dedicated to sexual and reproductive health and rights. This consultant role supports the implementation of RMNCAH interventions in Vanuatu, aligning with the 2030 SDG Agenda, ICPD Programme of Action, and national development plans. The consultant will report to the Director of Public Health and the UNFPA Programme Specialist, working closely with the Ministry of Health's RMNCAH/FAMILY HEALTH Unit.

Job Purpose

The consultant will play a crucial advocacy role to elevate the awareness and prioritization of Reproductive, Maternal, Newborn, Child, and Adolescent Health (RMNCAH) development across the Ministry of Health and other relevant sectors in Vanuatu. This position is key to ensuring the effective implementation of agreed strategic interventions, contributing to improved health outcomes and the fulfillment of UNFPA's mandate for a world where every pregnancy is intended, every childbirth is safe, and every young person's potential is fulfilled.

Responsibilities

The consultant will provide technical oversight and project management for RMNCAH activities within the Ministry of Health, enhancing collaboration with various government departments and non-governmental organizations. Key duties include coordinating RMNCAH committee meetings, supporting the development and implementation of UNFPA-supported programs, and contributing to a Midwifery Strategy for Vanuatu. Responsibilities also encompass coordinating provincial action plans, providing technical support for youth-friendly and disability-inclusive reproductive health services, drafting briefing documents, and assisting in the preparation of national and provincial events. The role involves liaising with national and international partners, strengthening the capacity of health teams, supporting supply chain improvements for SRH commodities, ensuring MPDSR committee activity, and contributing to emergency response efforts. Monitoring and evaluation support, including report compilation and M&E tool development, along with ensuring adherence to UNFPA operational guidelines and assisting with financial oversight, are also critical functions. Communication support through drafting content and documenting activities for visibility is also required.

Work Experience

A minimum of five years of experience in programme/project management, preferably in development. Essential experience includes sexual and reproductive health in a leadership capacity. Desired experience includes health education, comprehensive sexuality education, knowledge management, and familiarity with UN procedures. Experience with the Vanuatu Ministry of Health and proficiency in MS Office are assets.
