Job Purpose
The Programme Specialist for Gender and GBV is responsible for providing strategic guidance and technical leadership for gender and gender-based violence (GBV) initiatives within the humanitarian-development-peace nexus in Gaza. This role involves leading the Gender and GBV program, contributing to humanitarian coordination mechanisms, and partnering with various actors to ensure effective delivery, visibility, and accountability for all related activities. The Specialist will also focus on strengthening preparedness, risk analysis, and risk reduction in programming, providing technical input for emergency response, recovery, and development efforts, and advancing knowledge management for quality programming standards.
Responsibilities
The Programme Specialist will manage the Gender and GBV portfolio in Gaza, leading the development and institutionalization of guidelines, protocols, and policies for GBV prevention and response. This includes supporting program analysts with work plans, budgets, monitoring, and reporting, as well as establishing and strengthening referral pathways and GBV case management services, including data management. The role involves designing and implementing Cash Voucher Assistance programs for vulnerable women and girls, and ensuring integration with other UNFPA work streams like SRH, AY, and MHPSS. Coordination responsibilities include representing Gender and GBV in cluster meetings, collaborating with other sectors, and developing capacity-building strategies for GBV actors. Technical support will be provided for programs in emergencies, recovery, and development contexts, focusing on risk-informed and resilience-driven programming. The Specialist will also contribute to resource mobilization, grants management, and the development of evidence-based knowledge products.
Work Experience
Requires 5 years of increasingly responsible professional experience in humanitarian programming in the field, with a minimum of 3 years of field experience in a humanitarian or fragile context. Experience in program development, management, and reporting in complex emergencies is essential, with a preference for in-person field experience. Familiarity with IASC and other humanitarian coordination mechanisms is advantageous.
