Expert on CRSV Response and Policy Integration at the Ministry of Social Policy, Family and Unity of Ukraine

Organizational Context

This role supports the Ministry of Social Policy, Family and Unity of Ukraine, a key government entity, in addressing critical challenges related to combating sexual violence amidst the ongoing armed conflict. The position operates within the framework of national policies, international cooperation, and specific program objectives, contributing to UNFPA's mandate in protecting vulnerable populations and promoting gender equality.

Job Purpose

The purpose of this role is to provide expert technical support to the Ministry of Social Policy, Family and Unity of Ukraine in the implementation of state policies and frameworks aimed at preventing and responding to Conflict-Related Sexual Violence (CRSV). This includes supporting the operationalization of national legislation, enhancing survivor-centered services, and strengthening coordination mechanisms. The role contributes to the effective implementation of the Government of Ukraine-UN Framework of Cooperation on CRSV Response and related initiatives, ultimately aiming to improve the support and protection available to survivors of sexual violence.

Responsibilities

The National Consultant will provide crucial support to the Ministry of Social Policy, Family and Unity of Ukraine in implementing state policy on CRSV prevention and response, aligning with the Government of Ukraine-UN Framework of Cooperation and relevant national legislation. Key duties include offering technical assistance for the development and review of legal, policy, and methodological frameworks concerning CRSV prevention, survivor assistance, and reparations, as well as supporting the institutionalization of these efforts. The consultant will coordinate the Ministry's engagement in national CRSV coordination mechanisms, fostering cooperation among government bodies, UN agencies, civil society, and development partners. Furthermore, the role involves strengthening survivor-centered, trauma-informed services, developing and delivering capacity-building initiatives for service providers, and supporting monitoring, analysis, and reporting on CRSV-related commitments. Field missions will be undertaken to assess needs and monitor progress, while efforts will be made to facilitate the localization of CRSV response through engagement with regional and local stakeholders.

Work Experience

A minimum of 2 years of experience in human rights, gender equality, or GBV is required. Experience with CRSV response frameworks and the Women, Peace and Security agenda is a strong asset. Experience in inter-agency coordination with government entities, the UN system, or comparable organizations is desirable. Demonstrated experience in facilitating cooperation among governmental, multilateral, and non-governmental organizations is also highly desirable.

Skills

Strong analytical skills for policy assessment and recommendation formulation. Experience in managing internal and external communications. Proficiency in inter-agency coordination. Knowledge of global and domestic CRSV response frameworks and the Women, Peace and Security agenda is beneficial.
