National consultant for peace education landscape mapping and strategic gap analysis in Bosnia and Herzegovina
Organizational Context
This role is within UNFPA, the United Nations sexual and reproductive health agency, operating in Bosnia and Herzegovina. The consultant will report to the UNFPA Project Manager and liaise with the M&E Analyst of the Peacebuilding Fund (PBF) Secretariat. The position supports the UN's prevention strategy for sustaining peace, aligning with the UN Sustainable Development Cooperation Framework and EU accession priorities.
Job Purpose
The consultant will conduct a comprehensive mapping and strategic gap analysis of peace education initiatives in Bosnia and Herzegovina from 2014 to the present. This includes identifying complementary peacebuilding approaches to understand the broader ecosystem. The mapping will provide a structured overview of actors, settings, and approaches, identifying complementarities, gaps, and strategic opportunities. This forms the first phase of a two-stage process, establishing the analytical foundation for a subsequent strategic review of PBF support and informing evidence-based decision-making for future engagement in peace education.
Responsibilities
The consultant will undertake a comprehensive mapping and gap analysis of peace education initiatives in Bosnia and Herzegovina (2014-present), including complementary peacebuilding approaches. This involves mapping ongoing and completed initiatives, identifying key actors and their partnerships, and analyzing relevant policy and institutional frameworks. The analysis will cover thematic focus, implementation approaches, target groups, and geographic coverage, examining how initiatives interact with structural challenges in the education system. The consultant will identify thematic, geographic, and institutional gaps, highlight opportunities for improved coordination and programming, and pinpoint strategic entry points for future PBF engagement in peace education.
Work Experience
Minimum five years of professional experience in peacebuilding, social cohesion, education, governance, or development cooperation. Demonstrated experience in conducting analytical studies, landscape mappings, or sector analyses, preferably in peacebuilding or education. Experience with qualitative research methods, stakeholder engagement, and understanding of the peacebuilding or education landscape in Bosnia and Herzegovina or the Western Balkans is required. UN system experience is an asset.
Skills
Strong analytical, research, and writing abilities. Excellent interpersonal, communication, and diplomatic skills. Ability to synthesize complex information and present findings clearly. Experience in stakeholder engagement and report writing. Openness to change and ability to work under pressure. Understanding of peacebuilding and education contexts, particularly in Bosnia and Herzegovina.
