UNFPA Sierra Leone seeks a highly qualified consultant to provide technical assistance to the Ministry of Health and the Country Coordinating Mechanism. Job Purpose
The consultant will lead the strategic integration of SRHR/MNCH/FP interventions into Sierra Leone’s Global Fund Cycle 8 (GC8) funding request. This involves identifying high-impact entry points, conducting data-driven gap analyses, and ensuring the consolidation and scaling of integrated services. The role aims to embed these priorities within the GC8 framework, particularly within Resilient and Sustainable Systems for Health (RSSH) components, to improve health outcomes and resource efficiency. By facilitating multi-stakeholder consultations and drafting costed interventions, the consultant will contribute to a comprehensive funding proposal that advances integrated primary healthcare and strengthens national health systems.
Responsibilities
The consultant will conduct a desk review of national strategies and Global Fund guidelines, mapping integration gaps in service delivery points and documenting existing integration of RH/FP commodities. They will develop an inception report and roadmap. Facilitating national dialogues with stakeholders, including the Ministry of Health and civil society, will be key to gathering inputs and building consensus on prioritized interventions. The consultant will draft and refine integrated maternal health/SRHR/FP interventions for the GC8 funding request, incorporating human rights, gender-transformative, and community-led health system components. They will collaborate with costing experts to ensure accurate budgeting and performance indicators, and present draft sections at validation workshops. Finally, the consultant will address feedback, finalize the funding package, and submit a final assignment report.
Work Experience
Minimum of 7 years of progressive professional experience in managing or advising public health programs, with a focus on Maternal Health or SRHR. Demonstrated experience in drafting successful Global Fund Funding Requests or managing Global Fund-supported programming. Experience working with UN, Ministry of Health, NGOs, or development partners is required. Familiarity with Global Fund frameworks is essential. Prior experience in sub-Saharan Africa, especially Sierra Leone, is an advantage.

Strong analytical skills, ability to translate data into strategic programmatic text, excellent communication and interpersonal skills, ability to work in a team, proven capacity to facilitate multi-stakeholder dialogues under compressed timelines. Fluency in written and spoken English is mandatory.
