Organizational Context
The Procurement Associate is part of the Humanitarian Supplies Team within UNFPA's Supply Chain Management Unit. Reporting to the Humanitarian Supplies Specialist, the role supports both the DRC Census and humanitarian portfolios. UNFPA is the UN agency dedicated to sexual and reproductive health, aiming to fulfill every pregnancy, safe childbirth, and young person's potential. The SCMU ensures efficient delivery of life-saving products and programme supplies globally.
Job Purpose
This consultancy provides high-level technical and administrative support for UNFPA's DRC Census (RGPH2) and humanitarian supply chain operations. The role ensures end-to-end visibility of commodities, bridging global sourcing with complex delivery requirements in the DRC. By managing procurement planning, tracking, and quality assurance, the Associate contributes to the timely and effective delivery of essential supplies and census equipment, aligning with UNFPA's mandate and strategic objectives in challenging environments.
Responsibilities
The Procurement Associate supports strategic procurement by conducting market research for specialized census equipment, managing Long-Term Agreements (LTAs) for high-risk environments, and assisting in technical bid evaluations. The role ensures operational end-to-end visibility by translating work plans into procurement plans, monitoring commodity transactions, and managing the "Green Light to Ship" process for IT equipment. Responsibilities also include facilitating third-party monitoring contracts, ensuring technical compliance of commodities, and maintaining dashboards for spend analysis and vendor performance. The Associate acts as a liaison between the DRC Country Office and the SCMU, coordinating with regional specialists to address logistics bottlenecks and support cross-functional collaboration for timely delivery of supplies.
Work Experience
Requires a minimum of six years of relevant experience in procurement, logistics, or supply chain operations, preferably in development or complex humanitarian settings. Experience with Enterprise Resource Planning (ERP) systems is mandatory. Experience in specialized census equipment procurement and knowledge of UNFPA frameworks are advantageous.
Skills
Key skills include market intelligence, LTA management, bid analysis, procurement planning, commodity tracking, quality assurance, data analytics, and reporting. Strong interpersonal skills, professional presentation abilities, and proficiency in ERP systems and advanced Excel are essential. Fluency in English and French is required for coordination with the DRC office.
