The consultant will work closely with the Pacific Community (SPC) and report to the UNFPA Population & Development Technical Advisor, collaborating with the PIFS Team Leader 2050 and MEL Advisor.
Job Purpose
The Adviser - Data Analytics & Insights individual Consultant is crucial for the successful implementation of the 2050 Strategy by providing high-quality data analytics and insights. This role strengthens data systems, supports Monitoring, Evaluation, and Learning (MEL) processes, and enables data-driven reporting to Forum Leaders and stakeholders. By fostering a culture of evidence-based planning and continuous learning, the position enhances decision-making and ensures the strategy remains measurable and impactful. Collaboration with the Pacific Community (SPC) and its Pacific Data Hub is key to aligning data systems and ensuring consistency across regional partners.
Responsibilities
The consultant will lead data systems and analytics by designing, developing, and managing systems to support the 2050 Strategy's monitoring and decision-making. This includes developing dashboards, analyzing regional data for trends and gaps, and ensuring data integrity. The role will support reporting and evidence generation by providing high-quality analysis and insights for 2050 reporting to Forum Leaders and Ministerial meetings, preparing analytical briefs, and collaborating with the MEL function. Data coordination and integration will be strengthened by enhancing data sharing across regional stakeholders, promoting consistent standards, and addressing data fragmentation. Additionally, the consultant will provide technical data and analytics support to the MEL framework and Thematic Advisory Groups to inform strategic planning, identify risks, and contribute to resource allocation discussions through evidence-based insights.
Work Experience
Requires at least 5 years of relevant work experience in data analysis, business intelligence, information management, or MEL. Proficiency in statistical analysis, interpreting complex datasets, and producing clear reports and visualizations is essential. Familiarity with monitoring, evaluation, and learning frameworks is needed. Desirable skills include proficiency in tools like Excel, SPSS, R, Python, SAS, Strata, SQL, Tableau, and Power BI.
