Local Consultancy to conduct an assessment across the seven spotlight counties at 28 health facilities including One stop centers and 7 safe homes

Job Purpose

This consultancy aims to conduct a comprehensive technical assessment of 28 health facilities, including One Stop Centers and Safe Homes, to identify material needs and costs for refurbishment. The goal is to bridge the gap between existing infrastructure and the delivery of safe, dignified, and effective survivor care. The assessment will cover structural integrity, electrical and plumbing systems, fire safety, security, and waste management. The findings will inform the procurement of a qualified contractor for necessary upgrades, ensuring these facilities provide a secure and trauma-informed environment for survivors of sexual and gender-based violence.

Responsibilities

The consultant will conduct a thorough technical assessment of 28 health facilities, including One Stop Centers, Integrated Health Facilities, and Safe Homes. This assessment will cover building structures, roofing, walls, flooring, windows, doors, and accessibility features. It will also evaluate electrical systems (including backup power), plumbing and water systems, fire safety systems, security measures, and waste management protocols. The consultant is required to produce a comprehensive written report detailing the assessment findings, accompanied by a costed Bill of Quantities (BOQ) and photographic evidence of the facilities. The work will be conducted under the guidance of the UNFPA GBV and Harmful Practices Program Specialist, with oversight from the Deputy Representative.

Work Experience

Minimum of 3 to 5 years of professional experience in structural assessments, infrastructure monitoring, or facility assessment. Demonstrated expertise in conducting infrastructural assessments and providing recommendations is essential. Experience navigating rural and remote areas in Liberia is also required.

Skills

Proficiency in data analysis, reporting, and IT skills. Excellent communication skills are necessary. Demonstrated expertise in conducting infrastructural assessments and providing recommendations is a key requirement. Ability to navigate rural and remote counties in Liberia is also essential.
