National Consultant-Gender-Based Violence Information Management System (GBVMIS+Rollout)

Organizational Context

UNFPA is rolling out the Gender-Based Violence Information Management System (GBVIMS+) in Ethiopia, in collaboration with the Federal Ministry of Women and Social Affairs. This consultancy aims to bridge implementation gaps, support data collection, and strengthen national capacity in information management for GBV prevention and response. The role supports the GBV Working Group and UNFPA's strategic information management needs.

Job Purpose

This consultancy focuses on grounding, finalizing, and handing over the GBVIMS+ system in Ethiopia. The role involves finalizing server configurations, rolling out national coding frameworks and anonymity protocols, and supporting data collection in pilot sites. It also includes delivering capacity-building training to frontline GBV case management providers in scale-up regions and strengthening the Ministry of Women and Social Affairs' capacity to manage the digital information system. The consultant will also ensure continuity of information management functions for the GBV Working Group and support UNFPA's strategic reporting.

Responsibilities

The consultant will finalize production server configurations, SSL setup, and local language translations for the GBVIMS+ system, providing ongoing technical support for data collection across 96 pilot sites. Responsibilities include rolling out the National Coding framework, enforcing survivor data anonymity protocols, and completing data protection assessment reports. The role involves designing and conducting capacity-building trainings for frontline GBV case management providers in five scale-up regions on case management and system usage. Additionally, the consultant will strengthen the capacity of the Ministry of Women and Social Affairs and its regional focal points for system administration and maintenance, and organize the national system launch workshop. Support will also be provided for the Youth Management Information System (YMIS) interoperability. For the GBV Working Group, the consultant will maintain ActivityInfo reporting, update PowerBI dashboards, manage the ReliefWeb page, and coordinate annual reports and humanitarian programming cycle inputs. UNFPA support includes tracking DHIS2 and digital tools, conducting data quality checks, and preparing donor updates with data visualizations.

Work Experience

Requires at least two years of experience managing GBVIMS+. Proficiency is needed in data collection, analysis, and visualization tools such as Excel, Kobo toolbox/ODK, PRIMERO, DHIS2, Power BI/Tableau, and databases (MySQL, PostgreSQL, NoSQL). Fluency in GIS systems (QGIS or ArcGIS) is also required.
