National Individual Consultant-For Demand Analysis of GBV Services for Men and Boys and Mapping of SGBV Service Providers

Organizational Context

UNFPA Mozambique has been supporting the Government of Mozambique since 1987, focusing on sexual and reproductive health and rights, gender equality, and population dynamics. A key area of work is the prevention and response to sexual and gender-based violence (SGBV) through the Tolerancia Zero programme, which aims to strengthen service delivery and coordination. This consultancy supports the programme's objective of promoting accessible and quality SGBV services.

Job Purpose

This consultancy aims to generate evidence to enhance UNFPA and partner capacity in delivering inclusive, accessible, and coordinated SGBV services. The primary objectives are to assess the demand for GBV services among men and boys and to map civil society organizations (CSOs) providing SGBV-related services in targeted districts. This will inform programming and resource allocation, ensuring that investments in services for male survivors are evidence-based and integrated within broader survivor-centred frameworks, ultimately strengthening referral pathways and coordination mechanisms.

Responsibilities

The consultant will conduct a demand analysis for GBV services among men and boys by reviewing existing literature, national statistics, and conducting key informant interviews and focus group discussions. This analysis will identify demand patterns, service gaps, barriers, and perceptions, assessing the feasibility of strengthening targeted services for male survivors. Concurrently, the consultant will map CSOs and institutions providing SGBV-related services (shelters, legal aid, psychosocial support, health, child protection) in target districts. This mapping will identify service coverage, reach, and referral capacity. The consultant will develop localized, user-friendly directories of SGBV service providers to strengthen referral mechanisms and provide practical recommendations for improving programming, coordination, and service integration.

Work Experience

A minimum of 7 years of professional experience is required. Proven track record in GBV research, service mapping, or programme evaluations is essential. Demonstrated experience in GBV programming and demand analysis is also required. Experience working in Mozambique and the capacity to conduct fieldwork in multiple districts are desirable.

Strong understanding of survivor-centred and ethical research approaches. Experience in GBV programming, service mapping, and demand analysis. Ability to conduct fieldwork and stakeholder consultations. Excellent analytical and reporting skills.
