The consultant will provide technical assistance within Timor-Leste, reporting to the UNFPA Representative and Supply Chain Management Officer.
Job Purpose
The International Individual Consultant will provide critical technical assistance to review and enhance the Reproductive Health Commodity Security (RHCS) system in Timor-Leste. The primary objective is to develop a comprehensive, costed RHCS strategy and Plan of Action for 2026-2030, covering contraceptives and essential maternal health medicines. This initiative aims to ensure sustainable access to quality reproductive health commodities by addressing key areas such as financing, forecasting, procurement, supply chain management, stakeholder coordination, capacity development, and monitoring and evaluation.
Responsibilities
The consultant will conduct a thorough RHCS situation assessment, reviewing the current strategy's implementation, achievements, challenges, and gaps. This includes evaluating the RHCS environment, policy, governance, financing, commodity availability, supply chain performance, and coordination mechanisms. The role involves assessing forecasting, procurement, distribution, and last-mile delivery processes, as well as reviewing Logistics Management Information Systems (LMIS) and data quality. A key task is developing a revised RHCS Strategy (2026-2030) with integrated contraceptives and maternal health medicines, including a supply chain strengthening plan, financing strategy, capacity development, risk mitigation, M&E framework, and a costed implementation plan. The consultant will also facilitate national stakeholder consultations and finalize all documentation.
Work Experience
A minimum of seven years of relevant professional experience is required, with demonstrated expertise in Reproductive Health Commodity Security (RHCS), forecasting, and supply chain management. Experience with Logistics Management Information Systems (LMIS) and health systems strengthening is essential. Proven experience in developing national health strategies and action plans, along with excellent analytical, facilitation, and report-writing skills, is also necessary.
