National Individual Consultancy - For Value Chain and Market Study to Identify Viable Women’s Economic Empowerment (WEE) Opportunities for Survivors of Sexual and Gender-Based Violence (SGBV)

Organizational Context

UNFPA Mozambique has been supporting the Government since 1987 in advancing sexual and reproductive health and rights, promoting gender equality, and strengthening population data systems. The organization works with government institutions, civil society, and development partners to address inequalities and improve the well-being of vulnerable populations, particularly women and girls. UNFPA's work on GBV focuses on prevention and response through a survivor-centred approach, strengthening multi-sectoral mechanisms and expanding access to essential services.

Job Purpose

This consultancy aims to identify feasible, market-driven, safe, and sustainable economic empowerment opportunities for survivors of Sexual and Gender-Based Violence (SGBV) through localized value chain and market analyses in four target provinces of Mozambique. The study will generate actionable evidence to inform the design and implementation of Women's Economic Empowerment (WEE) activities, strengthening referral pathways between SGBV services and economic opportunities. It will identify training institutions and private sector partners for capacity building, ultimately contributing to survivors' autonomy, well-being, and long-term recovery by expanding access to dignified livelihood options.

Responsibilities

The consultant will conduct a comprehensive value chain and market study across Maputo City, Maputo Province, Gaza, and Manica Provinces. This involves a desk review of relevant frameworks and existing services, followed by an inception report detailing the methodology. Field research will include participatory assessments with survivors to identify high-potential value chains and market entry points, analyzing gendered and climate-related vulnerabilities, and evaluating urban/peri-urban/rural differences. The consultant will also map WEE service providers, assess capacities and gaps, and identify partnership opportunities for skill-building and entrepreneurship support. The study will incorporate survivor-centred, trauma-informed, and ethical research standards, gender equality, human rights, and climate resilience principles.

Work Experience

A minimum of 7 years of professional experience is required. Proven experience in gender-responsive market assessments, value chain studies, Women's Economic Empowerment (WEE) programming, or livelihoods is essential. Expertise in SGBV, gender equality, and survivor-sensitive research is also necessary. Experience working in Mozambique is preferred.
