Senior Technical Advisor (International Consultant), Health Economics and Financing

Organizational Context

The United Nations Population Fund (UNFPA) is the UN's sexual and reproductive health agency, dedicated to delivering a world where every pregnancy is wanted, every childbirth is safe, and every young person's potential is fulfilled. This role is embedded within the Human Capital, Youth and Skills Development Department, reporting to the Director.

Job Purpose

This role serves as a Senior Technical Advisor, focusing on Health Economics and Financing within the context of UNFPA's mandate. The purpose is to provide expert guidance and strategic support to advance maternal and newborn health financing in developing countries, particularly in Africa. The advisor will leverage their expertise in health economics and development finance to influence policy, design financing mechanisms, and contribute to the overall goal of improving sexual and reproductive health outcomes and fulfilling young people's potential.

Responsibilities

The Senior Technical Advisor will provide expert advice on health economics and financing, with a focus on maternal and newborn health. This includes engaging in policy dialogue to advance health financing strategies in developing countries, including Middle Income Countries. The role involves designing complex financing mechanisms or trust funds within a Multilateral Development Bank (MDB) context. The advisor will also contribute to understanding and addressing the socioeconomics of health systems and challenges related to maternal and newborn health in Africa, aligning all activities with UNFPA's mandate and relevant organizational policies and safeguards.

Work Experience

At least 6 years of international professional experience in health financing or development finance. Proven track record of working with Multilateral Development Banks (MDBs) or International Financial Institutions (IFIs). Demonstrated expertise in policy engagement for maternal health financing in developing countries. Strong understanding of the African socio-economic landscape.

Skills

Expertise in health economics and financing, policy advocacy, strategic thinking, and influencing high-level officials. Deep understanding of maternal and newborn health challenges and health systems in Africa. Ability to translate complex economic data into actionable policy advice. Commitment to UNFPA's mission and ability to work in multicultural environments.
